Karl Franz and the Elector Count’s Magic Banner

A rules answer distinguishes Karl Franz’s position as Emperor from the ordinary Elector Count rule. His titles do not permit a state-troop regiment to take the count’s magic banner allowance. Boris Todbringer and other named counts retain that entitlement. The clarification prevents a title in a character’s background being treated as an extra army-selection rule.
