Twelve initially equipped Moria Goblins form a raiding band that can expand to twenty-five members. Ordinary warriors cannot gain troop-type promotions, but heroes still develop through courage, fighting and shooting skills, allowing a growing horde to acquire individual leaders without becoming an elite regiment.
